U know brother I was a big kishore fan.and considered him the best ..then one day I heard Badi mastani hai woh ...and then I began hearing other gems of rafi .and then began to ponder whether their was any bad song of Rafi..I must tell this no matetr of practice can make u sound like Rafi.he is gifted.Balasubramaniam says that when I hear Rafi sing I fell I am not even 50% of him.Yesudas says .God has being partial to Rafi.

Well, I dont speak fluent hindi but he is pretty much telling her to remove your veil (parda means veil). "parda hai parda" means "there is a veil ". He is swearing in the song that if he doesn't get her to remove her veil in front of everyone his name is not Akbar (which is his name in the movie). He goes on to say she is the queen of his dreams, that he won't let go of her, he calls her dad a villainous tyrant :P Hope that helps!
